TOLEDO — Sherron Goebel says her grandchildren were falling behind in school because they had no computer. Dara Pardue hopes to take college classes on-line while she cares for disabled twins at home. And Glen Detherage, no fan of technology, said it was getting hard for him to renew license plate tabs without Internet access.
